We've been having issues with some of our popovers for a while, so I've decided to put together a minimal repro. If you move your cursor over the element, occasionally you will notice the popover flicker. If you move it slowly in from the right side, and stop it right on the edge, you can actually create a situation where the popover will be endlessly flickering.
If you set animation to true, the flickering means that half the time the popover will have given up and disappeared when the cursor is on the element. Had this since Bootstrap 2. As I understand it there is no way around this as it's a browser implementation detail, but maybe a debounce could help to mitigate? Bootstrap 3 is no longer being officially developed or supported.
All work has moved onto our next major release, v4.

The core of the flickering issue is that, once users hover a parent category in the main menu and within the drop-down menu that unfolds spot the sub-category they were looking for, they will instinctively move the mouse cursor in a direct line from the parent category to the sub-category.
However, in this process the mouse cursor will often temporarily hover the trigger area of the next sibling parent category in the main navigation — causing the entire drop-down content to change.
The consequence is that the content of the drop-down menu will change from displaying the hit area that the user has just decided is their best path forward to displaying something completely irrelevant. In practice this will cause massive flickering issues.
Luckily, we during usability testing also observed both a simple and a more advanced drop-down menu implementation that will solve the flickering issue.
The above solution of using a hover delay is a slightly crude implementation as it has a built-in dilemma:. Or just between the hit area of the parent category and its sub-categories. In the above Amazon example this is seen in the area marked in red. At the same time we can remove the hover delay entirely when users are not moving their cursor towards the sub-categories, e. On IE 11 latest build running on Surface Pro 3 with Windows 10 Pro the mouse pointer changes to a hand and sometimes gets into a constant flickering loop which doesn't stop until the pointer is completely at rest.
There are older threads about this problem on IE9 but the mentioned settings to fix the issue are not available on IE11 and this issue is not related to Caret browsing. Addressing the issue is a simple matter, but the approach you take will depend on the exact reasons for the flickering. In general, flickering lights are caused by a simple drop or fluctuation in household voltage that causes the lights to dim momentarily.
A variety of common issues can cause your lights to flicker, and understanding the specific causes will tell exactly what to do to solve it. Fluorescent light bulbs are more prone to flickering than LED and other bulb types. Low or high temperatures, aging bulbs or tubes, and normal warm-up cycles can all cause fluorescent bulbs to flicker.
If the new bulb or tube still flickers, it is likely that the fixture has a bad ballast. You can replace the ballast on old fixtures upgrading to an electronic ballast in the processbut it's usually simpler to replace the entire fixture. Dimmer switches are a common source of flickering with LED light-emitting diode bulbs. Older dimmer switches and current conventional dimmers are designed for use with standard incandescent light bulbs, and they often don't work well with LED bulbs.
If that doesn't solve the problem, replace the old dimmer with a new dimmer designed for LED bulbs.

Large current draw on a circuit can cause lights to dim but not really flicker. If you notice your lights dimming briefly when certain appliances such as a refrigerator kick on, or if the lights stay dim while a toaster or heater is running, the electrical circuit is overloaded and there's not enough current available for the lights.
The real problem is that those high-demand appliances should not be on the same circuits as the lighting. Recent electrical codes require that high demand appliances each be served by their own dedicated circuit, but in older homes, it's common for the refrigerator, dishwasher, and other appliances to be served by the same general circuits that serve the lighting fixtures and standard outlets.
This may well cause the lights to dim each time the appliances kick in.

Well, I tried disabling the JS anyways and… flickering stops :D. Thanks guys for helping me out. Cubic-bezier is disabled, yet it still flickers while :active. I going to have to create some conditionals for online text editors i use lol.
